QED Systems, LLC, is currently recruiting a Senior Test Engineer to join our team at APG, MD in support of our customer, Project Manager Intelligence Systems & Analytics (PM IS&A), supporting the Test & Quality Division , with a focus on cyber survivability .

Duties:

• Serves as a Senior Test Engineer in PM IS&A, with responsibilities for assisting the PM in developing, managing, monitoring, coordinating, and executing test and evaluation (T&E) activities and documents related to cyber survivability.
• Provides support to all test events to include hardware, software, test equipment, instrumentation, and facilities as needed. Test events include but are not limited to:
  • Hardware and software component testing.
  • Subsystem and system level developmental testing.
  • Cyber Survivability Testing.
  • Contingency planning to include Incident Response, Disaster Recovery, Fail-Over & Redundancy, and Tabletop exercises.
  • Penetration testing.
  • Cybersecurity certification and accreditation testing.
  • Operational Testing for cyber survivability (Operational Demonstrations, Initial Operational Test and Evaluation, Limited User Test, User Experience Events, etc.).
  • Environmental tests and stress screening.
  • Electromagnetic interference and compatibility testing.
  • TEMPEST testing.
  • System compatibility/interoperability testing.
  • Acceptance, Functional, Integration and Full qualification testing.
    
• Uses skills and knowledge of acquisition policies, regulations and procedures governing T&E to assist the PM in the planning and execution of all developmental, technical, operational, and production testing, and in the evaluation of managed products.
• Provides input for planning test resource requirements and achieving acquisition milestones and decision points.
• Assists the PM in preparing, developing, reviewing, and coordinating all PM-generated T&E documents such as Test and Evaluation Master Plans (TEMPs), Test and Evaluation Strategies, and Test Support Packages (TSPs), and in reviewing and coordinating ATEC T&E documentation (Operational Test Plans (OTPs), System Evaluation Plans (SEPs), Operational Evaluation Reports (OERs), etc.) and in coordinating test plans and actions with all relevant stakeholders.
• Supports the developmental testing process through the coordination and setup of test architecture and network defined by test plans while providing input to the test plans.
• Assists the PM in the preparation for, and participation in, T&E related meetings and workgroups to include Test IPTs, Data Authentication Groups (DAGs), RAM working groups, Scoring Conferences, TSARCs, etc.
• Supports and work with Army Test and Evaluation Command (ATEC), the Threat Systems Management Office (TSMO), Data Analysis Center (DAC) and other test organizations to satisfy testing requirements for successful fielding and integration.
• Supports Government and 3rd party vendor testing at various locations leading up to Government acceptance.
• Documents test procedures and results. Review test data for accuracy and review and coordinate test reports and system evaluations for completeness and accuracy. Identify interoperability issues/gaps/shortfalls.
  

Required Skills & Experience:

• Detail-oriented with excellent technical, verbal, and written communication skills.
• Demonstrable familiarity with test planning, execution, and reporting with formal testing of acquisition programs.
• Experience with the Department of Defense developmental and operational testing policies, processes, and procedures.
• Understands the test strategy development and evaluation process with experience supporting Independent Operational, or Developmental, Testing & Evaluations.
• Understands the Adaptive Acquisition Framework (DoDI 5000.02), specifically Major Capability Acquisition (MCA), Middle Tier Acquisition (MTA), and Software Acquisition Pathway (SWP).

Required Clearance:

• ACTIVE CLEARANCE LEVEL REQUIRED: Top Secret w/SCI eligibility

Qualifications:

• Bachelor’s degree required. Degree major may be systems, computer science, computer engineering, electrical, industrial, or mechanical engineering or related field.
• At least fifteen (15) years of direct experience in testing complex computer systems, mechanical, electrical/electronic and software systems.
• Ten (10) years of direct experience with engagements at the O-6 and higher levels of ATEC and DOTE required.
• A Master’s degree and twelve (12) years related experience may substitute for the degree and experience requirements.

Travel:

Approximately 20% travel is expected for this position. Travel may include continental United States and outside continental United States locations.

Work Environment:

This position may be performed in a variety of locations, including but not limited to, commercial and/or government offices, test and integration labs, government facilities and depots, and test & evaluation and proving grounds.

Physical Demands:

Physical demands of this position include ability to:

• Be independently mobile.
• Communicate effectively with co-workers and customers.
• Withstand prolonged periods of sitting at a desk and computer use.
• Climb stairs, ramps, ladders, and work stands.
• Wear proper Personal Protective Equipment (PPE) such as glasses/goggles (eyes), ear plugs/muffs (hearing), hard hats, and breathing respirators/masks.
• Lift/push/pull objects weighing in excess of 50 pounds.
• Withstand exposure to noise from operating equipment.

Position Type/Expected Hours of Work:

This is a full‐time position, Monday through Friday. Flexibility around core hours. Travel may occur outside of normal core hours.

Estimated Salary Range : $175,000.00 - $195,000.00, annually. This is not a guarantee of compensation or salary. This represents the typical range for fully qualified candidates for this position based on experience, geographic location, and other factors. The final offer amount may vary.
